I disagree to Both.

I don't think the ::empty commands should be availble cause ::Empty are for pepolse that wanna get all 99's.
But whats the point of getting all 99's ?
7/10% Of almost all players that plays RSPS/RS quits for like 3 weeks cause they have nothing to do.
It should be hard to get 99's not Like

And the ::bank commands should only be availble for DONATORS !
